To get rohan skill upgrade stones, you can get by fishing. Its like a random lottery. You get reward slot like random weapon, random enchant stone, random armor, random item, random potion, random slot and random shield. There is however one quest that you get at lvl 40 where a skill stone is the reward. Its a level 40 quest at some wierd place.
You get a skill stone from fishing, it come from a rainbow trout or start dropping, normal monster, amazon soultrapper. If you lucky, you get two skill enchantment stones as a drop and also a skill restoration stone
